CHEARSLEY PARISH COUNCIL

DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL
HELD ON MONDAY OCTOBER 11TH IN THE VILLAGE HALL AT 7.30P.M.

1. PRESENT
Cllrs Brown, Mrs Dormer, Hytten, Miss Gibson, Mrs Timberlake,  Mrs Towell, 5 members of the public, Parish Clerk

3. PUBLIC SESSION (SUSPENSION OF STANDING ORDERS) 15 MINUTES MAXIMUM

Electricity on the Green to power lights for Christmas tree and other events.  Paul Oliver has investigated the possibility of putting a power source on the Green instead of running a cable from the pub.  Labour will be provided free of charge and the net cost ex vat would be £ 818. for EDF supply and £ 465 for feeder pillar, cables etc would be £600.00, and these would have to be trenched.  Paul advised the meeting that EDF would deal with planning when public areas are involved.  

It was suggested that as the cost was high this should be an agenda item for Annual parish Meeting and the possibility of hiring a sleeping policeman for cables should be looked into for this year.  The Chairman thanked Paul for his contribution.

It was suggested that as a fund raising item Christmas baubles with children’s names on them could be sold at the shop.

5. MATTERS ARISING FROM THE MINUTES

Kerbing. Highways have been contacted and responded regarding verges in Dark Lane.

Bonfires. These have been reported to environmental health.

Hedges around Hall Grounds. Mrs Dormer reported that these would be trimmed before the Remembrance Day Service.

Salt bins have been filled. Cllr Hytten will contact D Smith again re costings for filling and replacing salt bins.

Civil Aircraft over village.  Flight paths have changed, and further information being sought.

Bench by War memorial are to be re-painted.

Wind farm at Wingrave – situation being monitored.

Dieudonne- Dark Lane. The Chairman has met the builder who has promised to keep the site in good shape and make good any damage. 

Benches on green were ordered on 15th September. Plaques to be ordered. 
Chairman has visited property owners adjoining Hicks Path and all agreed to cut back hedges.

Total oil van deliveries to be monitored.

Marion Grapes reported that Highways had been contacted regarding a Traffic speed indicator device, and this was being actively pursued.  Chairman proposed a vote of thanks to Marion and Clare Lazaruk for their work.

It was noted that the bus stops still showed 260 bus number not 110 – to be reported to Arriva.  Cllr Mrs Dormer reported a block drain by the bus stop causing flooding in wet weather

Cllrs Mrs Dormer and Towell went to Police Nah meeting in Cuddington on 26th September.  Next agenda. 

The Chairman requested that the next meeting be held at the cricket Club

3. PUBLIC SESSION (SUSPENSION OF STANDING ORDERS) 15 MINUTES MAXIMUM

Mr Ian Taylor asked a question about kerbing plans, due to the damage to the verge adjoining his property due to building work at Dieudonne in Dark Lane.  David Smith from Highways has been out to have a look and advised Mr Taylor that this area was not included in the Parish Council’s plans for kerbing.   Records have been checked and the verge was included.  Copies of correspondence to be sent to Highways. The Chairman will have a meeting with Mr Taylor to discuss situation.

Grass cutters on buggies doing damage to verges – to be reported to Matt Partridge at AVDC

Noxious bonfires at the back at the allotments have been reported.  Chairman will investigate and identify perpetrator.

Dumper trucks at Dieudonne are damaging the lane .Highways and planning to be advised.

A complaint was received re inadequate actions of Parish council.

Cricket Club extension to Pavilion is now complete and the clubhouse is available for hire

5. MATTERS ARISING FROM THE MINUTES

The Chairman proposed a vote of thanks to Claire Lazaruck and Marion Grapes for their work on traffic calming application.

There is a TISID system that can be rented for 2 weeks for £ 100.00 to monitor 3 locations.

6. PLANNING

Chearsley Village Hall - replace window with glazed door and side panel, patio area and awning- Passed
Dieudonne Dark Lane – replacement dwelling – alteration of pitch of roof.  NO objection if finishing ridge is the same.


7. HIGHWAYS AND OPEN SPACES

Mrs Timberlake sent a note to say Christmas tree will be delivered on the 20th November and lights will be switched on 3rd December.  Chairman to liase with PCC re carols etc.

Best Kept Village Competition.  The Chairman proposed bulb planting and entry into a competition.  After an animated discussion votes were taken, 2 in favour, 2 against and 2 undecided.  Cllr Edmonds proposed this be put on Agenda of Annual Parish Meeting.

A generic 50 MPH speed in limit is being imposed I area 11.

A response has been received re Tug of War with Cuddington but agreed date not possible- to be re-arranged

5. MATTERS ARISING FROM THE MINUTES

Benches on Green.  The chairman has the matter in hand.

The chairman has visited property owners adjoining Hicks Path and Farmyard footpaths and hedges will be trimmed.

Hedge at Millennium Recreation Ground – a second quote has been requested and the work will be done as soon as this is received.

Salt bins.  Location of current bins has been surveyed and replacement bins will be in the same places with an additional one in Lower Green Lane.  Cllr Hytten has been in contact with Highways.  Contract cost will be 450.00 from Highways. 

Dog bins will be on agenda of next Annual Parish meeting

The Chairman and Vice Chairman have surveyed Millennium Field which is well maintained and usable, although signs are confusing.  The Chairman will talk to Mr Heybrook re lease of field.

6. PLANNING
The Old Granary - Site meeting to be held at 3.00 pm on Monday 2nd August. 
No objection to Village Hall application

7. HIGHWAYS
An application has been submitted to the Local Area Fund for traffic calming measures with the help of Claire Sampson and Marion Grapes.    The fete committee has agreed to contribute to any measures approved. 
It was noted that the Police will lend a Speed Indicator Device if there are volunteers to operate it.

The potholes will be repaired in the next few days.

The dog fouling information in the newsletter was very helpful. Dog bins are being considered. The nudist who had been seen on the Chilton road has been apprehended. 

There have been complaints  about cricket balls going over into gardens.  

Speeding signs had to be taken down on the instructions of Highways .Cllr Hytten is meeting with John Bercow MP this week to raise the matter.

3. PUBLIC SESSION (SUSPENSION OF STANDING ORDERS) 15 MINUTES MAXIMUM

The matter of the development of the garden to the rear of the Old House in School Lane was raised by owners of adjoining properties in Old Plough Close. This will have a significant impact on these properties and there was concern about the access on Aylesbury Road.  A site meeting was arranged for Saturday 6th March.

A complaint has been received about dogs being walked on the Millennium Recreation ground.   A member of the public pointed out that there was no suitable place for people to exercise their dogs when they also had a buggy and small children.  The Chairman agreed to look into the matter.

5. MATTERS ARISING FROM THE MINUTES

Lanes and Highways.

It was noted that the conditions of the roads going into village was still unsatisfactory. The Bridge at Cuddington was particularly dangerous.

Cllr Edmonds advised the meeting that action was being taken.

Road conditions were again raised.  There are inadequate signs at the Cuddington Bridge site, and temporary repairs are not strong enough. Councillor Edmonds assured the meeting that matters were in hand. It was also noted that drains and ditches needed clearing.

Speeding in the village is still a problem.  The Parish Council would consider requesting the loan of the Speed Activated Device again. The police are monitoring the situation. Cllr Edmonds advised the meeting that the speed limit review was in process for this area.

The litter pick was a success and it was agreed it should take place every three months.

The matter of dog fouling was raised again.

MINUTES OF PARISH MEETING OF APRIL 19th 2008
These were approved as a true record, after being amended to show Councillor Brown attended.

CHAIRMAN’S REPORT

The Chairman thanked those present for attending.  He reported that it had been a quiet year for the Parish Council. 

Meetings are held monthly, on the first Monday of the month with the exception of August.  Each meeting begins with a public session.

Kerbing.
The Parish council was very pleased to get funding from Bucks CC for kerbing. The Chairman proposed thanks to County Cllr Edmonds for his support and to Mr John Daish who drew up the original

There are plans in hand to repair and renovate the path across the Green.  The Parish council is looking into the possibility of replacing the grey phone box with a traditional red one.  They have also discussed the possibility of a web camera on the Green.

A Christmas tree on the Green has also been discussed. After the initial outlay on lights etc, the annual cost would be minimal.

The Millennium recreation ground has been levelled and will be cut regularly.  Mrs Scholefield suggested a bench in the gazebo.

The litter bins by the shop and bus stop are not being emptied- this has been reported.

The Chairman stressed that the aim of the Parish council was to improve the village. Plans.  Village issues are discussed, and the Parish Council had monitored planning applications over the year, none of which had been contentious.  Precept had been reduced by drawing down on reserves from previous year. Footpaths and greens are maintained.  The Parish Council organises a litter pick twice a year and the Chairman thanks the volunteers who had helped.  The police had been in the village several times to monitor speeding at the request of the Parish Council.

The tea rooms are very busy, but the shop needs more support

STOCKWELL PROJECT
Mrs Timberlake reported that grants had been applied for and Vale Volunteers were coming in October to clear the pond, and help manage the vegetation round the pond and ditch

NEIGHBOURHOOD WATCH
Apologies were received from John Daish.  Chearsley has been quiet from crime point of view.

CRICKET CLUB REPORT
The cricket club had a successful year, and the new season had just started.

SPEEDING MEASURES
The police have been in the village several times with speed guns. 
VILLAGE CAR SERVICE
The Village Car Service reported 53 requests for transport from 11 members of the community. Drivers were thanked.  Volunteers are always welcome. The Chairman proposed a vote of thanks to Jock Scholefield.

CHEARSLEY VILLAGE TRUST
Mrs Whiffen sent apologies on behalf of the Trust, and sent a report that £ 835.00 had been allocated to 10 organisations with links to the village.  The main source of income was the Fete, which takes place on alternate years.

VILLAGE HALL REPORT
The Hall is solvent.  A willow structure has been constructed outside and the car park has been painted by CHUF with games.  The next plan is to update the kitchen.  Health and Safety have identified various areas needing improvement.  The hall is booked almost every night and is in continual use by the playgroup.

Priorities and a schedule of work were being drawn up, and comments were requested. 

It was suggested that the Hall be redecorated and that new curtains were needed.

ANY OTHER BUSINESS

Condition of Roads - Cllr Edmonds had sent a message that the pot hole on the way to Cuddington would be repaired in the next few days.

Cllr Mrs Dormer reported that the heating in the Hall was insufficient and needed looking at.

DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL
HELD ON MONDAY JANUARY 25TH 2010 IN THE VILLAGE HALL

1. PRESENT
Cllr Brown Hytten, Mrs Dormer, Edmonds, Miss Gibson, Mrs Timberlake, Mrs Towell

2. APOLOGIES
District Cllr Smith. It was agreed that best wishes for a speedy recovery be sent to him

3. PUBLIC SESSION (SUSPENSION OF STANDING ORDERS) 15 MINUTES MAXIMUM
Mrs Samson reported that the ditch in the ‘Old Cricket Field’ had had a bridge put over it by Highways. She also complimented the Parish Council on the success of the Christmas tree on the Green.

The Chairman thanked Cllr Ms Gibson for organizing a task force to clear the snow earlier in the month.

4. APPROVAL OF MINUTES NOVEMBER 10TH 2009
There were two amendments to the minutes. Cllr Mrs Timberlake asked that thanks be recorded to Mr John Fallon for his help with the clearing of Stockwell in October. It was also recorded that payments to parish councillors were to re-imburse them for expenditure regarding purchase of Christmas tree and lights.

Agreed as a true record - proposed Cllr Edmonds seconded Cllr Mrs Dormer.

5. APPROVAL OF BUDGET
A precept of £ 6000.00 was agreed for 2010 -2011. Proposed Cllr Edmonds seconded Cllr Hytten.

6. MATTERS ARISING FROM THE MINUTES
Grit bins.
It was noted that no all bins were filled, due to parked cars blocking access. It was suggested that some of the locations be changed and that more grit should be stored at the top of the village. Council approved yellow bins at a cost of £ 400.00 should be looked at. Cllr Edmonds suggested applying to him for Community Leader’s grant towards this project.

7. USE OF CHRISTMAS LIGHTS AT FETE
It was suggested that the Christmas lights could be used at the Fete. An application to be submitted to trust for a spur to put power points on the Green.

8. WEB CAMERA
It was agreed that there would be no further action.

9. LANES AND HIGHWAYS
Closure of Winchendon Road 8th and 9th February

10. PLANNING
There were no planning matters

11. ORDERS FOR PAYMENT AND FINANCIAL MATTERS

12. PUBLIC SESSION (SUSPENSION OF STANDING ORDERS)
It was agreed to pursue the installation of benches on the Green prior to path repairs.

The Parish council would look into contingency plans for snow clearance in future.

It was noted that overhanging hedges were the responsibility of the landowners, and that this should be bought to their attentions

DRAFT MINUTES OF THE BUDGET MEETING OF THE PARISH COUNCIL
HELD ON MONDAY DECEMBER 7TH 2009 AT THE VILLAGE SHOP AT 7.00P.M.

1. PRESENT

3. BUDGET

After a review of the figures attached it was agreed :
• There should be no grant to the village hall this year
• The clerk should be granted a pay rise of 2%

The precept for the financial year should be £ 6000.00

There are been a complaint about the speed of traffic during the Remembrance Sunday Ceremony.

Agreed as a true record - proposed Cllr Edmonds seconded Cllr Mrs Dormer.

4. MATTERS ARISING FROM THE MINUTES

There are leaflets re ambulance service volunteers in the shop.

Cllr Mrs Timberlake reported that Stockwell had been cleared and the volunteers had been brilliant. Mrs Timberlake asked for thanks to Geoff Hogbin are recorded. She is in contact with Tom Edmonds regarding de-silting the pond.

A donation of £ 50.00 towards the Christmas tree has been received from the Village Trust. The Tree will be delivered on the 12th December and lights and decorations will be put up on the 18th December. Total cost will be about £200.00. All agreed that this would be acceptable.


5. LANES AND HIGHWAYS

The footpath in the field at the back of Elm Brook Close has been re-seeded.

Parking - Cllr Ms Gibson has been in contact with the police re parking.

It has been suggested that the fete committee might contribute to the cost of vehicle activated speed signs.

6. PLANNING

Planning application for Dieudonne in Dark Lane has been passed by Development Control. It was noted that the Parish Council had objected to the planned building.
7 Church Lane – passed.
