DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL
HELD ON MONDAY 16TH JANUARY 2012 IN THE VILLAGE HALL AT 7.30 .PM.

1. PRESENT

3. PUBLIC SESSION (SUSPENSION OF STANDING ORDERS)
Mrs Ann Hooton gave a brief presentation on the Community Buying of Oil project, to reduce price from 62p litre to 55 p/litre.  There is an annual subscription charge of £20.00per household, but this could lead to a saving of £32.50 per delivery.  Minimum delivery of 500 litres per order as often as required.   This could reduce the number of delivery lorries in the village as Community Impact deal directly with suppliers.  It should be possible to request small lorries.    Mrs Hooton will act as village Co-0rdinator.  Annhooton@yahoo.com

A comment was made about the use of the village hall at weekends. This will be looked into by Village hall Management Committee.

APPROVAL OF MINUTES NOVEMBER 14th 2011 AND BUDGET

Agreed as a true record.  Proposed Cllr Edmonds,  seconded Cllr Heybrook.  All agreed.

A budget of £7000.00 was agreed, to cover cost of tree works and dog bins.   The Hall Grant of £ 300.00 is to be reinstated for the next financial year. Proposed Cllr Hytten, seconded Cllr Mrs Lazaruk.

The location of the dog bins to be an agenda item for Annual Parish Meeting.

Additional ‘like for like’ quotes to be obtained for tree works. to be valid for 12 months.

4. MATTERS ARISING FROM THE MINUTES
Cllr Lewis provided a resume of the results of the village survey.  It was agreed that Cllr Lewis’ submission be accepted. All agreed.

5. PLANNING APPLICATIONS
The Birches, Watts Green velux windows permitted.
Land to the rear of Old House, School Lane,  minor amended plans
The Parish Council did not comment on the original application.

6. HIGHWAYS AND OPEN AREAS
There a drainage problems at the bottom of Dark Lane.  Village walk has been suggested by David Smith of Highway.  Other areas to be looked at included water on Cuddington Road, Church Lane below Church,   and Road markings round Green, Church Lane, and Shupps Lane.  It was suggested that all these markings should be removed.

Priorities have been identified for the LAF delegated Budget submission.   These include HGV speeding, and review of existing speed limits.

Road closures for Jubilee celebrations.   Applications will need to be submitted if a street party is planned.  Jubilee Committee to meet in February.

The new shop is very popular and needs continued support.

Cllr Heybrook reported that a survey of wild flower locations had been made and a trial plot had been identified on Aylesbury road, which would be cleared for planting.  Highways to be asked to reduce the verge cutting to twice a year.

A thermal imaging camera would be available for photographing house’s heat loss.  There is a notice on the board.
It was suggested that another notice board might be needed at the shop. 
The Parish Council will circulate leaflet regarding Jubilee Celebrations /Olympics and or Fete.
