Traffic calming- Cllr Hytten has made some signs to be placed on verges after consultation with Highways. A VAS is to be applied for like the ones in Cuddington.

Light at Church piece- Cllr Brown was to contact his electrician – next agenda.

Hedge around village hall. Mrs Morbey will contact Hall Management committee to get it cut.

1. PRESENT
Cllrs Brown, Mrs Dormer, Edmonds, Miss Gibson, Hytten, Mrs Towell, Mrs Timberlake District Councillor Smith, Cuddington Parish Clerk, 4 members of the public, Parish Clerk.

3. PUBLIC SESSION (SUSPENSION OF STANDING ORDERS) 15 MINUTES MAXIMUM
Grit Bins have been repaired. Graham King is going to mend dog gate on Cuddington path.

Agreed as a true record - proposed Cllr Hytten seconded Cllr Mrs Timberlake.

4. MATTERS ARISING FROM THE MINUTES

Light outside Church Piece- Walkers Electrical have been asked to have a look and provide a quote.
Cllr Edmonds advised the meeting that the incinerator would be located at the Bedford site.
No entry sign at the top of School Lane is leaning- needs to be concreted in.
Cllr Mrs Timberlake advised the meeting that Stockwell might not need dredging. The working party was coming during half term week.
Applications have been submitted for the repairs to the path across the Green.

5. CHRISTMAS PLANS
The Chairman suggested a Christmas tree be placed on the Green, with lights, sponsored by the Village. The Chairman will liaise with Carol Singers.

6. PLANNING
It was agreed to hold a site meeting at The Old Bakery, Church Lane followed by 7 Church Lane on Saturday 19th Sept.

7. LANES AND HIGHWAYS
Cllr Hytten attended the NAG meeting with Cllr Mrs Dormer. Police advised that there would be no further funding for anti speeding measures. Cllr Hytten proposed setting signs on the verges on main roads into village – he will provide a mock-up.

Cllr Edmonds will consult David Smith at Highways regarding the legality of placing ‘home made’ signs on the verges.

Staggered parking had been discussed but would be dangerous on the bends, and there were insurance issues.

The Chairman asked the Clerk of Cuddington Parish Council if the flashing signs were effective. She said they were, but cost £ 4000.00 each.

Hedge at top of Dark Lane needs trimming.

8. TUG OF WAR
The Chairman will contact the Chair of Cuddington Parish council to agree a date- traditionally New Year’s Day.

A letter has been received from Mrs Tillier regarding the Millennium field . It was noted that the field had been leveled and mowed. The Clerk has answered Mrs Tilliers comments.
Mrs Tillier suggested a survey of usage which the Parish Council decided was not appropriate at present.

Mrs Timberlake suggested looking into the ‘Ambulance Community responder scheme- she willl bring more information to next meeting

Reports have been received of care nurses speeding in the village. This will be reported.

Cllr Brown revived the matter of the Cuddington Tug of war – he will investigate further

A letter has been sent to the owner of Hawsbridge farm by Highways asking him to make good the damage to the bank opposite his barns. A second letter will be sent if no action is taken.

Rubbish on Cuddington road. AVDC do a litter pick twice a year - Clerk will advise litter line.

It was agreed that a padlock with a combination be put on the gate of the Millennium recreation ground.

The Parish Council is looking into the possibility of re-installing a red telephone box

5. MATTERS ARISING FROM THE MINUTES
Stockwell: Cllr Mrs Timberlake reported that Paul Howden from Avdc Leisure had visited the village on 16th February to discuss what can be done. Mrs Timberlake will consult with other interested parties including Perry Smith and Mrs and Mrs Allen. She has had a quote for £90.00 for 10 volunteers to come and clear vegetation. It was agreed that the Trust should be applied to for the £90.00

Cllr Mrs Timberlake also reported that she had received quotes for the path across the green, and had submitted a grant application

Cllr Hytten proposed a web cam on the Green .

Cllr Brown has inspected the field and the cricket club has agreed to work on the surface after Cllr Edmonds son has leveled it.

Boarstall has been supported in their resistance to large Lorries carrying ballast for the bunds.

The demolition of Dieudonne in Dark Lane and the erection of a replacement dwelling have been withdrawn.

Cllr Smith suggested putting electric fencing in the parking area when it is being used. A Notice has been put up asking people to park nose inwards to avoid fumes blowing over the properties in Chestnut view.

MINUTES OF PARISH MEETING OF APRIL 18th 2007
These were approved as a true record.

CHAIRMAN’S REPORT
The Chairman advised the meeting that, with great sadness he had heard that Lizzie Carte had died. Messages of sympathy can be sent to Eric’s email at Chearsley.com, and the Parish Council would send a formal message of condolence.

The Chairman thanked those present for attending. He reported that it had been a quiet year for the Parish Council.

Meetings are held monthly, on the first Monday of the month with the exception of August. Each meeting begins with a public session.

Village issues are discussed, and the Parish Council had monitored planning applications over the year, none of which had been contentious. Precept had increased over previous year. Footpaths and greens are maintained. The Parish Council organises a litter pick twice a year and the Chairman thanks the volunteers who had helped. The police had been in the village several times to monitor speeding at the request of the Parish Council.

DISTRICT COUNCILLORS’ REPORT
Councillor Edmonds explained that he and Cllr Smith shared responsibility for 6 villages. It had been an interesting year in the District Council.

Cllr Edmonds reported on the following:

The District Council is run using a cabinet structure, not committees, so that not all decisions have to be endorsed by full council.

The new Theatre is being built, and is due to be finished by then end of 2009, and the Waterside development is progressing – this is residential and commercial and is being paid for by the developers (Debenhams).

The District Council receives 60- 80 planning applications per week, some of which go to the Development Control committee depending on size and impact

Council housing stock was being transferred to the housing association. And houses are being refitted.

There is a plan to implement collections of green waste on a fortnightly basis for composting at an open site near Buckingham.

Public transport is still an issue and the Council are still fighting to improve matters.

Planning matters are usually resolved to most people’s satisfaction.

Speed monitoring officers are out on the roads with speed guns.

COUNTY COUNCILLOR’S REPORT
County Councillor Michael Edmonds advised the meeting that there had been a budget increase of 4.5% which was less than any other country in the UK.

The educational record in the county is good. There has been a 7% increase in the cost of road maintenance, but County have put £ 3.5 million into upgrading roads.

Cllr Edmonds explained the Pathfinder Initiative for efficiency improvement between the 4 districts and the County – to rationalise services for example having one centralised legal department not five.

Waste disposal costs have gone up, and new sites are being looked at.

The problem of waste disposal is being looked at. At present all refuse goes to the Calvert landfill site. The Council is looking into incinerators and additional recycling. NAG – police liaison groups which are cluster meetings with council, planning department, highways and police.

POLICE REPORT
The Chairman welcomed the Police Community Support Officers, Sue Jones and Caroline Day. They explained that they carried out beat officer patrols, neighbourhood policing, discussion of issues and liaison with councils. NAG was set up to discuss policing issues with residents and Parish Councils.

FINANCIAL REPORT

The cricket club have agreed to continue maintaining the Millennium Recreation Ground.

VILLAGE SHOP
Cllr Brown reported that since December 06 when the shop closed there have been meetings and discussions. He then introduced Janine who took possession of the shop today. It is hoped that the shop will open in June after the necessary alterations have been carried out.

The Chairman proposed a vote of thanks to Cllr Brown for all his hard work.

STOCKWELL PROJECT
Fred Perry has been in touch with Biodiversity Officer at AVDC regarding the crested newts. Volunteers are needed

NEIGHBOURHOOD WATCH
The ringmaster network is still in operation. There are eight representatives
There was a walk in burglary last week.

CONDITION OF LANES
Parking on verges is a problem. This has been pursued with PCSO. Cllr Brown agreed that he would focus on parking issues now the matter of the shop was resolved

SPEEDING MEASURES
The police have been in the village several times with speed guns.

VILLAGE CAR SERVICE
The Village Car Service reported 53 requests for transport from 10 members of the community. Volunteers are always welcome. The Chairman proposed a vote of thanks to Jock Scholefield.

CHEARSLEY VILLAGE TRUST

VILLAGE HALL REPORT
The hall is booked almost every night and is in continual use by the playgroup. A fund raising quiz night was planned. Accounts were published at the Village Hall AGM

Message in a Bottle


An appeal from Debbie Brown, Projects Officer for Buckinghamshire County Council Adult Social Care:

"I am currently working on the Message in a Bottle scheme, which you may on may not have heard of. It basically consists of a plastic bottle containing a leaflet on which you can write you emergency contact details and medical history. The bottle is then placed in the fridge. It is a piece of partnership working, and the fire & ambulance service are well aware of it. It is simply a time saving, and life saving idea. I have been tasked with distributing 7000 of these bottles to vulnerable adults in Bucks. They are currently being given out through day centres, assessment teams, internal homecare etc. Would you be able to distribute some though your meetings, offices, etc? Any help would be greatly appreciated."

After correcting the minutes to shown that the grant from Councillor Edmonds was for kerbing the lanes, minutes were approved as a true record.


5. MATTERS ARISING FROM THE MINUTES

A proposal to erect a Christmas tree on the green had been made. To be discussed at the Annual Parish Meeting.

The Cricket club would like to use the parking area in the Millennium field. A replacement padlock to be obtained with 4 key and a key given to the Cricket club. The Community Safety Officer also offered to hold a key and names of key holders will be put on the notice board.

Stockwell.
Cllr Mrs Timberlake reported that Paul Howden from Avdc Leisure was visiting the village on 16th February to discuss what can be done. Mrs Timberlake will consult with other interested parties including Perry Smith and Mrs and Mrs Allen.

Salt bins
It was suggested that an additional one be placed at the Dark Lane end of Hicks Path.
The salt bins have not been refilled because the council has run out of grit.

Graffiti to be cleared from bus stops.

The Verges at Axe bridge cowsheds below the railway bridge are being eroded. This has been reported to Highways.

A proposal has been made to obtain a red telephone box – costings to be obtained for the Annual Parish Meeting

Boarstall Golf club.

Concern had been expressed about the number of Lorries being used to shift earth to form the bunds between the golf club and the motorway. The Parish Council will object to the application and canvas opinion in the village.

Cllr Mrs Timberlake is looking into the possibility of a grant for the path across the green


A village litter pick and general tidy up will be arranged at the next meeting. Cllr Ms Gibson will head up a task force to look for general problem areas in the village and how to resolve them.

6. MATTERS ARISING FROM THE MINUTES

Kerbing grant has been confirmed as £ 8,000.00. The Chairman thanked Cllr Edmonds for his efforts on behalf of the village. White lines have been painted where the kerbs are to be installed.

Cllr Edmonds has also allocated a grant of £ 500.00 towards the Stockwell project from the Community Leaders’ Fund. There is now £1500.00 in reserve for this project. Cllr Mrs Towell will contact Perry Smith and request an update prior to next meeting.

Cllr Mrs Timberlake has additional information re other grants available- next agenda

A proposal has been made to put a Christmas tree on the Green – sponsorship to be sought. Cllrs Hytten and Mrs Timberlake to make inquiries.

Parking in school Lane.

A letter has been received from Mr Peter Allen regarding the additional parking. This was distributed to the meeting. It was agreed that the Clerk would prepare a dossier for him regarding this project.

All agreed that the Parish Council had unanimously rejected the proposal after it was raised again at the Annual Parish Meeting in May 2008, and their opinion had not changed.

A problem with the sewerage system at the bottom of Church Lane had been reported.

A suggestion had been made that the Parish council could install an old style red phone box. This will be looked into.

Grant to Hall – it was agreed that this should be withheld again in the next financial year, but the Trust be invited to submit an application at the Annual Parish Meeting

Clerk – hourly rate to be raised to £ 8.50

Millennium field grass cutting - A site meeting had been agreed at the Previous meeting and Cllr Edmonds offered to send his son in with the Topper – the chairman thanked him for his generosity

In view of the level of the reserves, Cllr Edmonds proposed reducing the precept by £1000.00 to £5,500.00
The Chairman proposed leaving it the same as the previous year.

Cllr Hytten proposed a small reduction bringing it down to £ 6,000.00 All agreed.

Mrs Tillier reported the salt bin opposite the old school was damaged and had not been filled. This is because there is often a parked car by the bin – Highways to be asked if it can be moved.

Comments were passed re the condition of the recreation ground.

Copies of minutes and agenda were requested on the chairs prior to meeting. This was done.

Needlemakers works – a letter has been received from the Planning department saying no unauthorised work has been carried out.

A Land registry search to be submitted for land by the telephone box.

A complaint has been received about the damage to the bank opposite the Pightle in Church lane were building work is being carried out. Occupants to be asked to make good the damage when work is completed.
