This would involve increasing the precept to give Parish Council more control over the way money was spent. This is only at the discussion stage, but would give the Parish Council the ability to address problems such as pot holes and safety and security of roads.   The County Council currently gets money for roads from the government and their priorities are A roads.  There is little money left for restoration of rad surfaces.
